Kinngaaluk Territorial Park Master Plan

(Title slide) Kinngaaluk Territorial Park, pronounced “Kin-ng-aa-louk”, is associated with a local Inuit legend that tells the creation of beluga whales.

The placename refers to the bluff at the centre of the proposed territorial park: a significant landmark that has always been used as a place to scan for wildlife in the vast coastal landscape.

Kinngaaluk is situated in the Belcher Islands in Hudson Bay, near the community of Sanikiluaq, which is the southernmost community of Nunavut.

The proposed park, encompassing 1,355 hectares of land, was selected by the community for protection because it is a traditional harvesting area.

“Kinngaaluk Territorial Park is a very special place that has always provided food that Inuit and our ancestors have needed for survival” (Lazarus Epoo Kattuq, Chair of Sanikiluaq Community Joint Planning and Management Committee).

Protecting this special place formally through the Government of Nunavut’s Nunavut Parks Division began in 2010, with the Master Plan completed in 2017 and formal park establishment anticipated in 2018.

The Sanikiluaq Community Joint Planning and Management Committee (CJPMC) was created to guide the process to establish the territorial park.

NVision Insight Group led the team that worked closely with the Sanikiluaq CJPMC through each stage of the planning process, including training on the methods of park establishment.

The Sanikiluaq CJPMC were the local champions of the project and had significant influence on planning recommendations and ensuring community input.

Through consultation it was clear that the year-round harvesting activities in the area of Kinngaaluk were of great significance to the community.

With the CJPMC, NVision and subcontractors HTFC and archaeologist Ken Swayze conducted field work to document existing conditions and map the resources of the area.

Inuit Qaujimajatuqangit (Inuit traditional knowledge) and site observations were mapped and presented as an Inventory of Park Resources.

The analysis of the Inventory identified the park’s three harvesting areas: seafood is harvested at “Kataapik”; goose hunting, egg collection, and berry picking occurs at “Kinngaaluk”; and fox trapping occurs at “Sitiapiit”.

The Master Plan developed strategies to ensure continued harvesting activities, respecting the principles of Inuit sustainable management of the land, animals and the environment.

Kinngaaluk represents the unique relationship of Inuit to their land, as a place where the human-animal partnership maintains species vigor and provides healthy country food for future generations.

The Master Plan limits development to areas away from critical wildlife habitat and provides infrastructure that supports harvesting and educational activities.

The design approach touches lightly upon the land, allowing the landscape and stories to speak.

Existing uses and future initiatives, such as tourism, will be in balance so that non-Inuit visitors learn about sustainable Inuit harvesting practices.

The people of Sanikiluaq are the stewards of this land and have defined Kinngaaluk Territorial Park from their perspective to ensure the health of the eco-system and continued use of the resources.

NVision Insight Group and HTFC continue to work with Nunavut Parks and the Sanikiluaq CJPMC to collaborate on future Management Planning initiatives and Master Plan design implementation.
