Upper Fort Garry, is rich in historical, cultural and economic significance. The history of the Fort is filled with intrigue, conflict and espionage, but also with a reputation for settling disputes peacefully and without bloodshed. It was here that the civilian conventions for self-government occurred that ultimately led to the provisional government of Louis Riel, the drafting of the Manitoba Act and the successful negotiations to join Canada as its fifth province.
